Using Tomcat 5.5.4, this is what I did:
o Downloaded OPS 2.7.2 and extracted the WAR under webapps/ops-272
o Downloaded BizDoc example 1.1. Removed ops-272/WEB-INF/web.xml and ops-272/WEB-INF/resources
o Extracted the new web.xml and resources to ops-272/WEB-INF
o Access with my browser http://localhost:8888/ops-272/
And I see the app coming up just fine.

The raw, untampered with orbeon.war did work (before I tampered with it) on http://localhost:8080/orbeon.
If I now go to the tomcat manager screen which shows all deployed applications I can see /orbeon. Clicking on this would normally start the application but instead gives me a 'directory listing for /' containing one item: 'orbeon/'. Clicking on that 'orbeon/' gives me a directory listing for /orbeon/ which is empty.
