It would appear that my note with regards to APHIS/PPQ and their proposed changes in
phytosanitary regulations for seeds was a bit premature. The proposed changes are such
that as many as 50 seeds (per species) would be permitted, of up to 50 species. To
paraphrase Douglas Adams, this has about as much relevance to orchid growers as a
packet of mixed nuts has to the psychiatric wing of Bellvue. That 50 micrograms of
orchid seeds constitute the same phytosanitary risk as 100 kg of fresh, germinable
coconuts is a bewildering concept to me.

There are other concerns, but it appears that the proposed legislation will be a step
backwards. Rather than make things easier on small growers, researchers, and
conservationists, it will make things considerably harder. I've forwarded the
information from APHIS/PPQ, and hopefully there will be discussion amongst those who
are interested so that those that will be affected will have a chance to write in.

Cheers,
