Wow, if that argument was a reasonable justification for avoiding prosecution, then what a field day lawyers would have. "I know I was speeding, officer, but I was hoping to hurry past you so you wouldn't have all that paperwork to fill out" I thought that "government agencies" and "hassle and incompetence" amounted to tautology.
