I live in Denmark and had custom charges DKK 160 (21 Euro) added for a BOS 
Magazine, sent from the United Kingdom. I also rejected. 
The common feature seems to be origami organisations sending magazines to 
countries in the EU :-(

My guess is that VAT handling should be marked sender so that customs 
authorities (or the post handler on their behalf) don't do what they really 
shouldn't, but I don't know any details.
