In order to make any application run as an NT service, use a tool called srvany.  If you do not make the Orion server a service, it will not run unless you log in.  If you make it a service, you can configure it to automatically start, or manually start just like any other service.

Use a tool called srvany in the NT Resource kit.

Subject: Orion as a Windows Service

How can I make Orion run as a Windows 2000 Server Service or at least run at boot without having to log in?
