Ahh, no, either the system identifier or public identifier are URI's, and
are explicitly used to retrieve the external DTD, just as one would for any
external XML entity.
You might be thinking of namespace declarations.

files at $orion_home/config/database-schemas/, it should locate at
"http://www.orionserver.com/dtds/database-schemes.dtd", but I could not find
the file at this url.
