load-on-startup

What are the possible values for <load-on-startup> </load-on-startup> ? I
thought it was
just 0 or 1.

I have a Servlet which I wanted to be auto loaded and have a value of 1 in
there. It wouldn't start up.
I bumped it up to 4 and it works. Weird, I know....
