jakarta-oro development has continued its trend of making small incremental additions and fixes in response to user requirements. I unilaterally decided to package up the most recent changes into a 2.0.7-dev-1 development release because I fear that otherwise the changes won't be adequately tested. Apologies for not taking a vote. I just felt I needed to do it while I had the time.
