A petty, but for ASF very important, clarification. If "you" refers to Richard Hall (as I first read it), then "NO", Richard has no such responsibility at all. If "you" refers to us all, it is sad that you (BJ) doesn't consider yourself part of the community. ASF style is all about "we", and in this case "We are responsible of specification compliance." The best thing Richard could possibly do (and others help out), is to open one Jira issue per specification item that isn't implemented or isn't compliant. All such could be as little as a chapter reference to the preview spec. Felix will not graduate before a substantial community of active developers is formed around it, which is capable enough to cope if Richard would choose to take time off and/or do something else.
