Summary: opd needs more AI

Initial Comment:
OPD, when run w/o the existence of the 
$OSCAR_HOME env var, should take a best guess as 
to where the packages directory lies, so it can dump the 
downloads correctly.  i.e.  If the opd script knows where 
itself is, it can go relative from there to find the packages 
dir.

More specifically, OPD will place downloads in: 

/var/cache/oscar/downloads/foo.tar.gz

OPD will expand them into:

/var/lib/oscar/packages

OSCAR's Package.pm needs to be modified to look in both
$OSCAR_HOME/packages and /var/lib/oscar/packages.
