Summary: Shouldn't deselect NTP

Initial Comment:
Deselecting the ntpconfig OSCAR package from the
selector removes the ntp RPM from the client RPM list
and on RH9, this causes a failed dependency
(redhat-config-date depends on the ntp RPM) when
building the client image.
 
Possible solutions:
 
- make ntpconfig core (not recommended)
- add "ntp" RPM to the base RH9 RPM list

I think that adding 'ntp' to the base RPM list is the
easiest solution.  The problem arrises because ntpconfig has
'ntp' in its config.xml rpmlist.  Thus, when you deselect
ntpconfig, it thinks that it shouldn't install ntp.  What I
need is some way to have ntpconfig depend on ntp ONLY IF you
are INSTALLING it.  If you are not installing ntpconfig,
then do whatever the system would normally do, but not
necessarily UNinstall ntp.

This is a VERY easy fix that I would like to submit for the
current release if the release manager will approve it.
