SystemInstaller, specifically mksiimage, is actually calling the rpm
command when images are built. You can change the rpm flags in the
/etc/systeminstaller/systeminstaller.conf file, but adding no-scripts to
that will probably cause a lot of other problems since the scripts for
some of the rpms actually need to run for things to work right. 

Of course, the best option is to fix the Ganglia rpms, but barring that,
the next thing to try would be to install those rpms separately after
the image is already built using the -r flag to specify the image
directory. This will only work in a test environment, if this is to be
deployed properly with OSCAR, the rpms need to be fixed.
