Summary: pbs config.xml should conflict w/ torque

Initial Comment:
The addition of the Torque package causes problems. 
Torque's 'config.xml' has a <conflict> with pbs, but
nothing keeps PBS from getting in the way, ie. it needs
a <conflict> too.   (Possibly both need a <provides> too?)

I added the <conflict> block since pbs should conflict with
Torque.  But it still seems to let it get past the Selector?
 Possibly b/c I had crufty data from previous install.  I'll
open new Torque / PBS bug.

looks like there is no need for an explict <provides>,
Selector shows that info.  After I test things I'll add new
config.xml if it works as it should.
