Summary: problems w/ pbs & torque both "included" 

Initial Comment:
The addition of 'torque' as an "included" oscar package
causes problems with 'pbs' (also "included").  The
conflict doesn't seem to be caught at the 'Selector'
stage (both are by default selected) and error arrised
during Step3: install server pkgs.

Assigning to Benoit since the log shows he was the last
to checkin/touch torque. ;)

Fixed by moving pbs to 3rd party and hosting on OPD, added
.oscar_ignore to keep it out of the way in SVN.

default still broken.  

default is to have both selected (PBS & Torque).  if you
tweak either, it works properly to unselect the other, but
if no change is made in the GUI, it keeps both selected and
breaks in Step3 - Server pkg install.

the recent change of moving 'pbs' to "third-party" sort of
works.  The default state upon entry into Selector is to
have PBS & Torque selected, if you adjust the selections,
they unselect each other properly, but i'm not sure what
happens on the initial/unchanged state if you don't tweak them.
