This makes sense. Developers who don't use old versions of AC/AM won't have this problem.

Remember that users won't be running autogen.sh, so there's no need for them to have any particular version of AC or AM.
In both cases, no Makefile in the packages tree is built. So, there's still a failure....
So I'm still not clear on your usage of the testbed machine vs. where you checked out your SVN tree. I'll hop back on IRC for more interactive discussion.
