I just checked - this is the same on the headnode as well.
 
Can you please file a bug report?  I suppose this is FC2 specific, but it's worth to check for RHEL too.
 
Though...  are ntpd failing on your nodes?  It seems to be working on my headnode :-)

I check the configurations of my other fc2 boxes and the configuration
on oscarimage, they are owned by root. So I guess a short fix would
be:
1. cexec 'chown -R ntp:ntp /etc/ntp'
2. chown -R ntp:ntp /var/lib/systemimager/images/oscarimage/etc/ntp
