That's my expectation.

I just tested this with 2 Linux machines and it seems to be true -- using 127.127.1.0 made my default stratum be 5 [I think that's a Mandrake default], and then I set another machine to use that machine as its server. It then showed up as a stratum 6.

I do believe that there is a stratum below which ntp basically gives up. Is it 11? If so, it would explain:
