Hey Dave: This is not related to the config.xml cleanup, it is related to the database cleanup (i.e. new schema, etc.).
Currently there are no scripts to populate the data into the database (the tables are there though), I would assume that with the new database, there will be scripts written to populate it, therefore, this bug is moot after we have a new database and corresponding tools.
