update-rpms doesn't care what distro it's running on.

DepMan/UpdateRpms.pm and PackMane/RPM.pm both do, but they could do a
better test that doesn't care about the distro per-se.  The former
should only look for the cache files, the latter should only look for
the rpm command (or db, or something else).
