OSCAR is an open source project and all of our source code is avaialbe through the SVN system. There is more information about checking it out at http://oscar.openclustergroup.org/contribute. I belive OS_Detect is replacing parts or all of the dependency checking system. The purpose of the package is to centrally determine what operating system is being used and call any distribution specific code.
It will be a part of the 4.2 release. For more specific information you probably will want to talk to the package author.
