useradd on the headnode is enough. After creating the user, you should either wait about 15 minutes or run /opt/opium/bin/sync_users to propogate the changes to the rest of the cluster. Once sync_users has run (manually, or at its cron interval), the user will be able to ssh around the cluster, run jobs, etc.
