Vuko, OSCAR 3.0 does not formally support RedHat 7.3. The currently "supported" list of distros for v3.0 are: RH8.0, RH9, MDK9.
You may be able to do some extra work to get RH7.3 working. If that's not a possibility and you must use RH7.3 the v2.2.1 release of OSCAR had full RH7.3 support.
