OSCAR itself is an administrative tool and should not provide any speed up or slow down in and of itself (hopefully), it is just an installer for other packages like LAM/MPI and MPICH which actually deal with executing the program. So the best sourcec of speedup information for OpenFOAM CFD would be the company who makes it, or perhaps its user community.
Also, if you talk to the big HPC manifacturers (Sun, Dell, Apple, etc), they frequently have benchmarking clusters available to look at this sort of application speedup on a representitive system which they are trying to sell you.
