It actually just installs whatever we provide.  Since we are using yum,
it should be able to handle the situation where you have an older
version installed (upgrade) or have a newer version installed (do
nothing).

But definitely if you do not have any perl-XML-Simple installed, it will
do the right thing, i.e. install the one we provide.
