I think that is for querying all the packages which are already installed in a 
system.
But as far as I understand, Anthony is asking for the complete list of rpms of 
the given RPM based distro.
This may be the one which can do the trick.
cd /tftpboot/distro/[DISTRO_FULL_NAME]
rpm -qp --queryformat "%{NAME}\n" * | uniq
