OK. I have tested oscar5.1b2 on my Fedora 8 X86_64 and it worked just fine.

Can you please make sure that your Fedora 8 was the fresh installation (i.e., 
you have not updated your fedora after the fresh installation)?
What do you have on /tftpboot/distro/fedora-9-x86_64.url?

If you have any latest /var/log/oscar/oscarinstall.log*, can you please 
compress it and then post it?

BTW, I am installing OSCAR5.1b2 on Fedora 9 X86_64 now.
