Well, it appears you don't have ssh root login enabled on the compute nodes.

That will cause the "complete" step to fail.  check the sshd.conf file
on the image

/var/lib/systemimager/images/oscarimage/etc/sshd.conf

and make sure the enable root login flag is set.
