Yes, Bullet missing is a common problem with variants of OOo on Linux.
1. OOo substitutes fonts. Users may not realise this. 2. OOo2.3 to OOo3 did have this problem. However it was not consistent and could be due to the some bugs where in OOo3.1 they have been heavily addressed.
