thanks for forwarding the draft i think the main point that we need to ask MOSTI is how will this benefit the community. ask for specific steps. will there be incentives, funding and programs to help enterprenuers to qualify. making sure that open source does not get left out.
a few questions : 1. what is this cnii 'critical national information infrastructure' ? as the scope of the act is only for this. 2. what are computing services ? does this include infrastructure as well as software ? what about people selling and servicing accounting software ? selling and servicing notebook / computers ? sales and service does not seem to come under the definition of computing. what about people teaching computing ? 3. this part on sales is interesting. if i develop a software, then make it downloadable from the internet, will this contravene the act ? if i also have a user / support forum, will this also contravene ? 4. i wonder what about mis graduates (i am one of them). 5. i also wonder what are the areas of specialisation. accounting services and secretarial services have long had similar bills / acts. it is good in having at least a basic level of competency. this is what the industry needs. BUT we also need to make sure that our community activities dont get stuck. i also think, maybe MOSTI have been conned so many times ...;p that they have decided to have a professional body, to ensure quality (i think quality was one of the objectives mentioned in the act). i am sure our friends in redhat and lpi will be well pleased.
