Carriers Might Profit From Cell Number Portability
http://slashdot.org/article.pl?sid=03/08/17/2240251

Makarand writes "Carriers that are adding cell-number portability fees
to your monthly cell phone bills (while fighting against actually
implementing the requirement) [0]may actually rake in profits from
these levies as the total amounts collected will be more than the
projected costs of meeting the FCC's number portability requirements.
Although federal law requires that such fees be 'just and reasonable',
it does not require reporting of their actual expenses. Consumer
advocates feel that the number portability verification processes
required are similar to those used by long-distance phone companies
when a customer switches from one service provider to another and there
is little reason to believe that expenses to meet portability
requirements should vary widely among carriers and be so excessive as
to bring profits for the carriers."

Power Electronics Help to Control Electrical Grids
http://slashdot.org/article.pl?sid=03/08/17/1840223

An anonymous reader writes: "[0]IEEE [1]Spectrum magazine has a

the widespread connection of wind turbines to the electric power grid.
It explains many issues that currently make it difficult to utilize

Pirate Anime FAQ Updated
http://slashdot.org/article.pl?sid=03/08/17/170203

[0]Joe Curzon writes "The [0]Pirate Anime FAQ has finally been updated,
after year of me being far to busy to do anything on the internet! The
FAQ would have been released sooner, but my [1]request on Slashdot.org
produced some "interesting" feedback via e-mail. This update includes a
new and improved Fansub section, which also covers Digisubs.
Scanlations have been added as a point of interest. Additionally the
Audio CD and DVD sections have been improved with more details on the
Pirate Companies and how to spot their "products". I would also like to
say that feedback from readers and the industry is critical for keeping
the FAQ up to date, and without their previous and continuing support
The Pirate Anime FAQ could not exist. Finally I would to remind people
to be extremely cautious when buying from on-line auction sites such as
eBay. The most common e-mail I get sent is from concerned fans who have
just found out that they have bought some pirate goods off a seller who
claimed what they were selling was legitimate."

Is the Dean Campaign Spamming?

offline mode, HTTP mode (including proxy), saving in standard XMCD
    format, and writing 'lame' commands.

Coherent Mail Gateway 0.3.0
http://freshmeat.net/releases/132930/

Coherent Mail Gateway is intended to be a very easy to set up MTA using
SMTP and POP3. Greylisting is used on the SMTP daemon to reduce spam.
In addition, quite a lot of checks on the validity of information from
the SMTP client (such as claimed server name and sender) are carried
out, and anyone caught telling lies is disconnected. As well as
greylisting, black and white listing is also supported. The target
market is small offices and home users with static IPs. Others can use
the system but its value will be limited.

robot in a generic sense, being used all over IRC networks for
different purposes and in 18 languages. Data can be added to it and
managed dynamically online or edited in its database files offline. An
extensive but easy-to-understand list of commands and features,
including some channel operation functions and levels of protection,
makes Darkbot a very flexible but somehow powerful and complex robot,
with almost human conversations and reactions.

automatically power the system on/off for recordings to save power.

General Applet Interface Library 0.5.0pre1
http://freshmeat.net/releases/132895/

The goal of the General Applet Interface Library is to give programmers
a simple yet powerful applet interface. This library supports both
dockapps and GNOME 2 panel applets. The applet programmer doesn't have
to care about if the applet will be used on the Gnome panel or in the
dock. The library handles that. Over 50% of the code in a dockapp and a
GNOME 2 Panel applet does only one thing, setting up the applet window.
With GAI, this can be reduced to just a few lines of code.

Infernal Contractor II 0.1.1
http://freshmeat.net/releases/132964/

Take on the role of the Infernal Contractor and raise mayhem in this
fast-moving 3D office simulation. This episode sees you racing round

countdown as you race for the finish line in this interactive
    simulation.

Java SQL Admin Tool 2.3.1
http://freshmeat.net/releases/132884/

Admin is entirely written in Java. It uses Swing GUI Components and
JDBC to connect to databases. It has been succesfully tested with
MySQL, InstantDB, Oracle, Empress, and PostgreSQL. You can have a tree
view of the RDBMS or pick a single instance to have a look at its
metadata. It allows you to create, modify, and drop tables and to
create indices on a table. The dynamic form makes it easy to enter data
into a certain table, and the guided query makes it easy to retrieve
data from a table and to export it. Java developers will probably enjoy
the code generator doing an OO relational wrapper and a swing GUI for
them. You can also export and import data and transport it from one
    DBMS to another.

JavaDBF 0.3.2
http://freshmeat.net/releases/132914/

JavaDBF is a Java library for reading and writing Xbase files. It does
not implement JDBC interfaces, but has a simple API of its own. It is

fast creation, easy integration in your application, several standard
actions for XML usage (parse, search, comment, etc.), a standard Swing
EditorKit, real time tree text synchronization, auto tag closing, many
actions (parsing, searching, adding comments, formatting), and real
time text location. It is customizable with a property file

Kandid 0.1.7
http://freshmeat.net/releases/132927/

Kandid is a system to evolve graphics. Graphics, in Kandid, are not
drawn by hand. Instead, new forms can be found using genetic
algorithms. To achieve this aim Kandid simulates evolution using sexual
reproduction and mutation. But there is no fitness function inside the
program. Only the user can decide what images are interesting.
Populations and genes can be stored in XML format. Image calculation is
based on Iterated Function Systems, Linear Cellular Automata, and
    Voroni diagrams.

Layer-7 Packet Classifier for Linux 0.1.2 (Linux 2.4 patch)

http://freshmeat.net/releases/132931/

lcab (formerly known as Cablinux) makes a Microsoft cabinet file from a
    set of input files.

libferris 1.1.7
http://freshmeat.net/releases/132888/

libferris is a virtual filesystem that exposes hierarchical data of all
kinds through a common C++ interface. Access to data is performed using
C++ IOStreams and Extended Attributes (EA) can be attached to each
datum to present metadata. Ferris uses a plugin API to read various
data sources and expose them as contexts and to generate interesting
EA. Current implementations include Native (kernel disk IO with event
updates using fam), xml (mount an xml file as a filesystem), edb (mount
a berkeley database), ffilter (mount an LDAP filter string) and mbox
(mount your mailbox). EA generators include image, audio, and animation
    decoders.

libfgz 0.2
http://freshmeat.net/releases/132957/

transfer tool available to other programs. librsync has a streaming
interface similar to zlib, and is designed to be embedded into diverse
    network applications.

Lightweight C++ 0.6
http://freshmeat.net/releases/132898/

Lightweight C++ is a programming language that looks like C++ and is
directly translated to readable C code. It supports function
overloading, member functions, inheritance, polymorphism (virtual
functions), multiple inheritance, virtual inheritance and pure virtual
    functions, constructors/destructors, new/delete, and simplistic
    templates.

LuaCheia alpha1
http://freshmeat.net/releases/132936/

Lua is a great programming language that prides itself on ANSI C
portability, small size, simplicity, and ease of embedding. Due to
these goals, the official Lua distribution cannot provide features
common to popular stand-alone scripting languages. The goal of the
LuaCheia project is to make a full-featured language based on Lua that
makes it more usable as a stand-alone language.

Lutel Firewall 0.70 (Development)
http://freshmeat.net/releases/132892/

Lutel Firewall Script is a Linux iptables shell script written in bash
for use as a firewall and NAT/masquerade router for home networks or
multiple subnet applications. It shares access to an Internet
connection (DSL/ADSL/modem/other) from multiple workstations. Its main
features are support for interface aliases, per subnet traffic
definitions, UID and GID of packet owner restrictions, length of packet
restrictions, SYN / flood protection, disabling routing between
subnets, masquerading setups per subnet, transparent proxy support,
port redirection, anti-spoof protection, TOS optimization, predefinied
netfilter marking for 3rd party traffic shapers (such as tc), DHCP

It's an easy to learn game which can be played by anyone. Currently it
is implemented using the FOX GUI toolkit, which allows it to be ported
with ease to both X11 (over Linux, BSD, etc.) and Win32.

mooix 1.0rc3
http://freshmeat.net/releases/132937/

Mooix is a multiuser object-oriented dimension (a MOO) layered over top
of your favorite Unix system. To the user, mooix looks much like any
other MOO. To the programmer, mooix objects look like directories full
of files: executable methods, properties, and links to other objects.
MOOs have historically had poor support for such things as real
programming languages, encrypted logins, multitasking, and editors.
Mooix inherits all of these things from the Unix system it is based on.
At the same time, it's not wedded too tightly to Unix (e.g., it
implements its own permissions system that is much more suited to a MOO
environment than the historical Unix system).

mozplayerxp 0.2

click-to-focus, shares its window depth policy with the Amiga, and has
a window resizing/reshaping method similar to that of 8-1/2 from Plan
    9. It maintains the illusion of direct manipulation by constraining the
mouse pointer when appropriate (i.e., when a window cannot be dragged
any further in one direction). The pointer is also constrained
vertically (effectively making the target menu items infinitely tall
according to Fitts's law) when it is in the menubar to reduce pointing
    time.

that Linux is. IBM is just Goliath's powerful right arm, and Goliath
has been awoken from a peacful slumber.

SCons 0.91 adds support for Qt and SWIG
http://sourceforge.net/forum/forum.php?forum_id=301868

SCons release 0.91, the second SCons beta release, is now available for
download. SCons is a software construction tool (build tool, or
substitute for Make) implemented in Python, based on the winning design
in the Software Carpentry build tool competition (in turn based on the
Cons build tool). This release most notably adds support for building
from Qt source (.ui) files and SWIG (.i) files. IMPORTANT: Release 0.91
contains the following interface changes: - The spelling of the
"validater" Builder option has been corrected to "validator". The old
spelling still works, but generates a warning. - The SConscript()
function no longer automatically splits its argument on white space
into a list of SConscript file names. You must now explicitly enclose
the argument in the Split() function (or do something similar) if you
want that behavior. See the release notes for more information about
these changes. This release adds the following features: - SWIG support
has been added. - Qt support for processing .ui files into .c files has
been added. - You may now specify a list of tools when calling
Environment.Copy(). - A new "sconsign" script can be used to dump the
contents of .sconsign files. - A new $MAXLINELENGTH construction
variables allows control of when a temporary file is used for long link
lines on Win32. - A Builder emitter can now be a dictionary that maps
different source file types (suffixes) to separate emitter functions. -
Builder "prefix" and "suffix" arguments can now be callables that
return generated strings, or dictionaries that map different source
file types (suffixes) to separate prefix or suffix values. - When
executing a Win32 long link line in a temporary file, SCons now also
prints the long line being executed through the file. - A new
    $CPPDEFINES variables supports defining platform-independent C
preprocessor command-line arguments. - SCons now uses the C++ compiler
only if there are any object files from C++ sources being linked, and
otherwise invokes the C compiler. The following fixes have been added:
    - Python Value Nodes now work when using timestamps for signatures. -
SCons now creates a .hpp file when the yacc file ends in .yy and the -d
YACC flag is used. - SCons now correctly deduces target prefixes from
source files in subdirectories in all tested cases. - When CVS checkout
errors occur, SCons no longer creates zero-length files by mistake. -
All Actions now print correctly when using the --cache-show option. -
The Command() Builder can now take a directory as a source. -
SConscript file or path names with white space now work. - The
Microsoft Visual C++ /TP argument has been added to the default
$CXXFLAGS value, so it can compile all the different C++ suffixes. - A
problem with checking whether certain Node types are up-to-date has
been fixed. - The LIB construction variable is now initialized for the
Intel compiler (icl). - The g++ and gcc Tool specifications now
actually use g++ and gcc in preference to c++ and cc. - SCons
configuration tests no longer hang if a piped command generates more
output than can be read in single buffer. Error handling has been
improved as follows: - Handling Python errors in SConscript files is
now more informative. - SCons now reports the target being built in
various error conditions that prevent the build Action from being
executed. - Incorrect arguments to the Install() function generates a
better error message. - A stack trace is now generated if the internal
task controller catches an exception. Performance has been improved as
follows: - A default environment is created when needed, not every
invocation. - Internal maintenance of various lists of dependencies has
been sped up by using a dictionary to search for duplication. - The
list of dependent children is now calculated once and cached. - The
-debug=pdb option now invokes the Python debugger directly, not by
recursively invoking Python+SCons. The following changes have been made
to the SCons packaging: - An incorrect distutils warning message when
using --prefix= option has been removed. - Building the SCons .rpm
package should no longer depend on the installation location of the
local distutils. The documentation has been improved: - The help output
generated by "scons -H" has been tightened. - An explanation about
SCons not propagating the external environment has been added to the
introduction. - The AlwaysBuild() function is now better explained. -
The SConscript function's "dirs" and "name" keywords are now
documented. - Typos have been fixed.
