MOHO & Celaction 2D are pretty good alternatives if you want IK and bones.

MOHO has the bonus of outputting to Flash, whereas Celaction is used for 
quite a lot of broadcast productions in the UK.

With the next version of Flash, hopefully we will finally get the IK 
feature, which could make Flash finally a tool that enables efficient / 
easy character animation.

Maybe we will even get some better sound API's :)

Does anyone know how to load and animate SVG's in Flash? I have found this 
example:

Are there any other methods of doing this?

If Flex is an option, Degrafa has some basic SVG path support.

Quasimondo had some utilities for getting svg data into flash, though I dont
think animated ones, and I believe it wasnt open source,
google it, I dont remember the link.
