The AMFPHP Service Browser used to have some utility scripts to generate stub code for your services, I don't know if this is any help.

Anyway, these are just two options I can think of off the top of my head, but I guess the most important things to consider are a) how confortable you feel with the chosen language / techonology and b) what are the requirements for the end user.
