if there really some internal rules--as you said, why don't to put
them all in some kind of "terms to apply" and attach it to the apply
form?

actually, we see that people is having "problems" with this "applying
method", which sounds as a very good reason for you guys to review
this little process flow. so people don't get frustrated and you don't
have to the handle answers for predictable questions.

that's my 2 cents. :)
