Hi Robert,

$ dpkg -S gdal.h
libgdal1-dev: /usr/include/gdal/gdal.h

$ ls /usr/include/gdal.h
ls: /usr/include/gdal.h: No such file or directory

This is on Debian Sid (unstable). The version of libgdal1-dev is 1.4.1-6+b3.

regards
jp
