Others have reported success at compiling VPB 0.9.1 under Windows so it is known to work, as to what difference you have done w.r.t build to invoke the error on your system I can not say, as I know neither how the other engineers configured, compiled and installed the OSG and VPB, nor how you did it. Perhaps Windows devs can chip in.
