Hi Donlin, I'm not a Windows users so can't help directly, but this type of problem is obviously much more to do with idiosyncrasies with the Windows platform than anything directly related to the OSG, as such you might get the best information on the topic from the horses mouth - i.e. Microsoft's support pages.
