Hi Paul,

As JS, Ulrich and Philip has mentioned at present the dependency
checking code relies upon pkg-config, which isn't
standard under Windows.  For Windows we'll need write our won
FindCario and FindRSVG.cmake files such as the ones
we already have in OpenSceneGraph/CMakeModules.
