You might want to take a look at glean.  It's an (unofficial) test
suite for OpenGL implementations and includes a test of
glPolygonOffset.  There aren't any packaged downloads, but you can get
it from CVS:

Can anybody help me here? I'm not sure what to say about it. I don't
think its just a precision issue (and its certainly not acceptable
considering the two trade-off factors that conflict), but I'm not sure
what to point to that proves its a compliance issue.
