Keep in mind this is my understanding of the license. I am no expert.
I'm in the same situation. We slightly modify the database pager code from the stock
distribution. At this time, these changes are not desired by the core OSG project, so they
are not something that can satisfy the license by incorporating them into CVS, etc. I have
published my changes here on the list for anyone who wants my special mods (and at least
one other person did), and I guess I just need to continue to make those changes available
on-request until such time as I no longer need to have my own private mini-fork.
