OK, that's a bit clearer.

There are two basic approach you can take:

 1)  Create a Render to Texture (RTT) Camera to capture the zoomed in view
      and than a textured polygon to render this over the main view.

 2) Use a second Camera for the zoom in view, but use a stencil
buffer to create
     the circular region so that the zoomed in view doesn't
obliterate the background
     view.
