Downloads the old installer and runs it:

-s http://download.osgeo.org/osgeo4w/v1   tells it to install from where the 
old repo reside now (originally was one level up w/o v1),
-O                                        to only use that repo,
-k                                        to silently accepts the license 
agreements,
-q                                        to let it run unattentend and
-P qgis                                   to install qgis (and deps).
