You mean it is not accessible at all?? If it is accessible by the class that creates the embedded OSGi Framework, then the Framework's System bundle will be able to export the packages to the rest of the OSGi system. If it is not accessible from whatever loads OSGi, then nothing can reach it via classloading and you are out of luck, with or without OSGi.
