Just reading this reply you're almost making it sound like retaining the 
already deployed bundles is an Apache Felix Karaf feature, whilst it's a core 
OSGi feature. So for that alone, you need nothing more than any OSGi framework.

Karaf gives you many other nice features, but that was not the original 
question.
