I must admit: I don't know. I haven't used Eclipse for about three
years and am now looking at a fresh install of Neon with nothing extra
(to my knowledge) installed. There were OSGi options in the "Run
configurations..." section, so I assume that must be PDE if it comes
already installed.

By the sound of it, I should be using Bndtools. I'll install it from
the marketplace now.
