Not really sure, since it is a member-based organisation. However, I am
assuming "open" because the spec is visible (and therefore usable) to
anybody, member or not.

But maybe an OSGi board member can better answer this.

That's the idea. In fact, that's the whole point of having a spec.

It's always really tough to actually implement the spec correctly, though,
and there are always little gray zones left for implementers to interpret
for themselves. The OSGi devs have been really on top of this, though, and
quickly close up any such loose ends.

In my experience, the various implementations, other than a few "issues"
(normal to any project) seem to interoperate pretty darn well.

If you really wanted, you could become a service provider, too. Nothing's
stopping you.
