The New York Times March 20, 2005 Annan Plans to Propose Sweeping Changes to U.N., Report Says By REUTERS ASHINGTON, March 19 (Reuters) - Secretary General Kofi Annan's expected proposals for sweeping changes to the United Nations will be presented Monday, The Los Angeles Times reported Saturday. The plan will include the expansion of the Security Council and changes to a human rights panel, The paper reported. The plan, aimed in part at preventing new scandals at the much-criticized organization, will be presented to the General Assembly, the paper said, citing a draft copy of the reform plan it said it had obtained. United Nations officials were not available to comment. The proposals are intended to maintain the United Nations as the main setting for world security decisions and to keep it dominant in development issues, the paper said. The reforms must be endorsed by the General Assembly and by world leaders attending a United Nations summit meeting in September. They are seen in part as an effort to make the United Nations more relevant, the paper said. The organization's role has come under increased scrutiny since the United States' decision to invade Iraq without Security Council approval, scandals involving corruption in an Iraqi oil-for-food program and sexual misbehavior by United Nations peacekeepers. The report urges an antiterrorism convention by September 2006, new moves to curb nuclear proliferation, and an agreement on rules for the use of force and pre-emptive action, The Los Angeles Times said. The proposals include barring nations that violate human rights from joining the monitoring panel. The plan also calls for zero tolerance for sexual exploitation by United Nations peacekeepers and other staff members, and calls on countries that supply United Nations troops to prosecute such wrongdoers because it has no power to do so. "There is a yearning in many quarters for a new consensus on which to base collective action," the paper quoted the report as saying. Mr. Annan, who has two years left in his second five-year term as secretary general, is seen as needing to achieve reform. A report due at the end of this month on whether Mr. Annan's son exploited his family ties to win a contract for his company from the oil-for-food program could make Mr. Annan more vulnerable than ever, the paper said.
