Israel hears calls to upgrade military intelligence 

TEL AVIV — Israel's military has been urged to modernize its
intelligence corps.
 
Leading analysts and parliamentarians are calling on military
intelligence to upgrade its training to prepare soldiers to properly
collect and analyze data. The goal must update both skills as well as
conception of intelligence in the 21st Century.
 
[Res.] Maj. Gen. Yitzhak Ben-Yisrael, a former head of the Defense
Ministry's Research Directorate, said that for years knowledge of
Arabic was sufficient for the Israeli military intelligence officer.
Ben-Yisrael, a former senior air force intelligence officer, said
Arabic was no longer sufficient for weapons of mass destruction, which
he termed Israel's leading threat. 
"Knowing Arabic is not enough," Ben-Yisrael said. "It's not enough to
have a specialty. It's a way of thinking." 

Ben-Yisrael said MI is required to train its cadets on how to conduct
searches on the Internet or in military archives. Soldiers must be
trained to break down the barrier between collection and analysis, he
said. 
"It's a matter of conception. There is not a lot of difference between
collection and analysis. The idea is that collection collects and the
analysis analyzes is far from the reality. The collector is directed
by the analysis," he said.
 
Israel is one of the few countries whose military intelligence managed
different bodies for analysis and collection, Ben-Yisrael said. MI in
both Britain and the United States have analysts and collection staff
work together. 

Military sources said Israel's MI underwent a major revision in 2002
in both collection and analysis. They said the unit's computer system
was upgraded and management was overhauled in an attempt to improve
collection and flow of intelligence.
