What makes the situation frustrating for the majority of them is that they applied for the cards more than six months ago. The courier company responsible for delivering the cards has been slow because about 47,000 cards sat in its offices at the end of February waiting to be delivered. "We were told the cards would be ready within four to eight weeks, but it has been over seven months since we applied for our new National Identity Cards for Overseas Pakistanis [Nicop], but did not get them," said M. Bashir, a resident in Dubai. Similar complaints are received almost every day at the Pakistan Consulate in Dubai and the embassy in Abu Dhabi. The situation, however, remains unchanged. "People are referred to the TCS courier service, which is responsible for the delivery of cards and are not told at all why their cards are not ready yet," said Dubai resident Kabir Khan. He said he needed to sell his property in Pakistan, but cannot do so without his Nicop. "What's the use of paying the extra money if we have to go to their offices to get our cards," another applicant said.
