Chinese WMD documents found in Libya 

Pakistan's ambassador to the United States said last week he could not
explain the presence of Chinese-language documents found in Libya that
show how to make small nuclear warheads for missiles. 
The documents were found during Libya's nuclear disarmament effort.
They were believed to have been supplied to Libya by the covert
nuclear supplier network headed by Abdul Qadeer Khan.

Jehangir Karamat, the Pakistani ambassador, said Pakistan's nuclear
program is "compartmented" to prevent sensitive information from being
leaked. 

"The only person who knows network was Dr. Khan himself. The others
were soldiers. He was the man who had knowledge," Karamat said. 
Karamat told The Washington Times that Khan "may have obtained
something and passed it on, but I don't think an actual, workable
design capable of miniaturization for use in today's environment was
ever passed on to Libya." 

He noted that Khan was basically a metallurgist who sold centrifuge
designs that are used to enrich uranium. 
"Fortunately for us the other facets of the program were not under his
control," Karamat said. "They were separated and compartmented." 
Karamat said the elements of the nuclear program did not cooperate.
"Also, fortunately for us, there wasn't harmony among the people
involved in these programs," he said. "There was a lot of personal
discord there." 

The Pakistani nuclear program had several different components,
including a program for raw materials, another for purification and a
third that conducted conversion and enrichment. 
Warhead manufacturing was a fourth part and was not contained in the
component that Khan was mainly involved with, the uranium conversion
and enrichment, Karamat said.
