Gyanendra stunned the world on Feb. 1 when he fired the government, jailed opposition leaders, suspended civil liberties and ordered a crackdown on Maoist rebels fighting his rule. The king said he had to act to end the Maoist insurgency that has left more than 11,000 people dead since 1996. The rebels are fighting to establish a single-party communist republic. But analysts say there has been no let up in violence in the impoverished kingdom. Gyanendra said he planned to hold elections to municipal assemblies by April next year but was silent on national elections that have not been held since 2002. “There should not be any delay in activating the democratic process,” the king said in the message read over state radio and television but did not elaborate. Gyanendra, who drew international flak for his surprise move, has said he needs three years to put democracy back on track. But international donors including India, Britain and the United States say it is too long.
